Will the decision to shift the IPL out of India hurt the country's image?

With the general elections and the Indian Premier League clashing and the government refusing to provide para-military forces, the IPL finally decided to hold the second edition of the IPL outside India rather than canceling the event.

Do you think that the government should have made every effort to try and keep the multi-million dollar event in the country or do you think it was an genuine concern on their part they were trying to keep the best interests of the country first. On the part of the IPL couldn't they have opted for a truncated tournament within the country itself instead of having to shift the entire event out.

Will this move send out a wrong message to other countries who may think that India is a dangerous country that is unable to provide adequate security to foreign players and will this hurt our chances of hosting bigger events like the Commonwealth games and the World Cup in 2011?
