The IPL are looking at four possible options - including England - for staging the IPL after it was confirmed the tournament would have to be moved away from India because of a clash with the general elections.
"I think it's risky in the sense of causing problems for our own domestic campaign" Regan said.
He added: "At the end of the day the domestic cricket season has to come first - we've got to be on top of our own fixtures, satisfy our own sponsors and broadcasters and make sure our own players get the cricket they need over the course of the season.
"That has got to take priority and it depends on what the requirement would be from the IPL - how many matches, how many venues they would be looking for, whether one stadium would stage only one or two games during the whole tournament or if they are looking for a block period of time when a ground would have to be available.
"If it's the latter then I just don't think its workable."
